The Draw was held in public and
ALL were welcome to attend. Entertainment began at 9pm til late.
Light refreshments were served.
Draws to be held
The House at 50 Bruhenny was raffled
FIRST.
There were 5 weekend holiday vouchers
(€500 each) drawn as consolation prizes AFTER the main
House Draw.
Number Selection
The numbers (balls) for each draw
were EACH be drawn by a different audience participant to be selected
on the night by the Supervisor.
Draw Independence
The Draw was held on the stage of
the Community Hall in Churchtown. All members of Churchtown GAA
withdraw from the stage area while the Draw numbers were being drawn
from the Drum.
The only people on the stage for
the Draw were the independent Supervisor (Stephen McGivern) and
John O'Connor of County Sound 103FM.
Stephen McGivern, Partner, BDO was
the only person who is disallowed from being a member of the Draw.
Additional Security
One large format printed copy of the database was on public display
on the wall of the community hall on the night and was therefore
freely available for inspection by all attendees.
Draw Supervisor / Draw Auditor
Role / Presented BEFORE the LOTTERY took place ...
The Auditors will declare that he
is not a member of the Draw or of Churchtown GAA. He will further
declare as follows:
(1) To declare that all further
Draw SALES are now closed. There is a mechanism on the web software
to turn off all future sales and this will be activated.
(2) To declare that the memberships
as set out on the web site www.2winahouse.net and confirmed on the
printed database (and further confirmed by the membership certificate
and/or the original application of it was not an online application
if necessary) are the only valid members subject to the winners
having made full payment for their membership (to be verified before
the winner is declared). In the most event that a member has paid
by personal cheque (check) and that cheque (check) is returned unpaid
by the bank the winner will be declared void and a new Draw will
be organised. The GAA executive committee on the night will decide
if payment is cleared or a period has to elapse before the winner
is formally declared as payment has yet to clear in a bank.
(3) To declare those membership
numbers that have NOT been issued. This list will also be put on
public display on the wall of the Community Hall.
(4.1) To declare that a 4-digit
number must be drawn in full to win and if a number becomes invalid
because that number was not sold the process starts from scratch
again.
(4.2) To declare that the digits that made up each four-digit membership
number will be drawn in the following order - thousand, hundred,
tenth and unit.
(5) To examine the Draw drum.
(6) To examine the Draw number "balls".
(7) To supervise the drawing of
the numbers from the drum (the executive committee has decided to
use a large rotatable raffle drum rather than a bag or sack in the
interest of maximum transparency and to ensure the balls are well
and truly shuffled) by a member of the audience and replace each
ball in the Drum after it has been drawn, recorded and exhibited.
(8) To check each four-digit number
drawn against the secured Database.
(9) To announce the winners (or
the provisional winner awaiting funds clearance) based on the secured
Database.
It is NOT the supervisor's role
to audit the sale proceeds or the books of accounts of Churchtown
GAA. The role is to supervise the actual Draw PROCESS on the night
and declare the winners based on the secured Database.
In the main House Draw the Supervisor
or the MC (under the Supervisor's control) will declare, having
drawn the first two digits (thousand and hundred), all last 100
eligible members who are in a position to win the House. When the
third digit is drawn the MC will declare the final 10 eligible to
win the house. The process may need to be repeated if all the memberships
are not sold and an un-sold number is drawn. All FOUR digits will
be draw to complete a sequence of numbers even if it becomes clear
as the numbers are drawn that no winner is possible as the membership
number has not been issued.
Draw Rules - as published at
the launch and amended once (in relation to the Draw Date) by the
Executive Committee.
The "Club" is Churchtown
Gaelic Athletic Association or Churchtown GAA. The "Executive
Committee" of the Club comprises the chairperson, treasurer
and secretary.
Participating special associate
members of the Club have the following three benefits: 1) the satisfaction
of knowing that has made a practical contribution to a progressive
sports club in rural Ireland, 2) that they will participate in a
special associate members promotion for a new house at Bruhenny,
Churchtown, Mallow, Co Cork, Ireland and 3) the opportunity to opt
for a cash prize of €150,000 (one hundred and fifty thousand
euro) instead of the house.
The house at Bruhenny will be presented
to the winning member under the same terms and conditions as the
house will be made available to all other purchasers on this phase
of the Bruhenny scheme.
Each special associate membership
subscription costs €100 (one hundred euro) and this includes
a contribution to the house lottery. Individuals may purchase as
many special associate memberships as they wish and thereby increase
their odds of winning the members lottery.
While currencies fluctuate considerably
€100 was worth approximately US$120 or £70 Sterling when
the first Draw brochure was printed. All non-euro denominated credit
or debit card accounts will be charged with the home currency equivalent
of €100 on the day the membership application is processed.
Special Associate Members must be
over 18 years of age. By entering purchasers confirm that it is
legal in their country of residence to participate in this special
class of membership. Eligible parties may buy memberships in their
own names and designate them in their own records for a minor child.
An eligible person may also purchase a membership for another eligible
person as a gift.
There are no restrictions on who
may become special associate members apart from the specific individuals
(at least two) who will audit the membership and supervise the actual
lottery. Special associate membership is not granted until all monies
for the membership have been received and a numbered certificate
has been issued. It is the responsibility of the member to ensure
that all payments have been made and that they have received their
numbered certificate in the mail. All membership numbers and members'
names (but not addresses) will be published on the Club's web site
at www.2winahouse.net.
No more than 4,999 special associate
membership memberships will be granted. A supervised public lottery
to select the winner of the special associate membership promotion
will take place as soon as all 4,999 memberships are allocated but
no later than 30th September 2006 (deferred to December 9th 2006
at midnight by the Executive Committee). The lottery will be held
under the strict supervision of the worldwide auditing firm BDO
Simpson Xavier, Beaux House, Mercer Street, Dublin 2 or an equivalent
international firm of audit accountants. The appointed firm will
carry out a full audit on all memberships before the lottery and
are irrevocably entitled to correct any errors and advise members
accordingly.
Each member will be allocated a
four-digit number from 0001 to 4999. The first number drawn will
be for the fourth digit (the thousand) and this will be drawn in
public from a black bag containing balls numbered 0, 1, 2, 3, and
4. The third digit (the hundred) will be drawn from a blue bag containing
balls numbered "0" through to "9" and so forth
until a full four-digit membership number is selected. If the selected
four-digit number has not been issued, or has been cancelled or
not fully paid the number will be declared ineligible to win and
the process will be repeated to find a valid winner.
Churchtown GAA reserves the right
to allow other not-for-profit clubs and associations the right to
purchase or promote special associate memberships on behalf of their
own members but all such sales will remain within the 4,999 membership
limit.
The members lottery is guaranteed
to take place provided 2,000 special associate memberships have
been issued. Churchtown GAA has the option to return all monies
paid if less than 2,000 memberships are allocated. The time, date
and venue for the members' lottery will be published one month in
advance of the event on the web site www.2winahouse.net and on the
Vale Star newspaper.
Special associate membership will
expire as soon as the special membership lottery has taken place.
The executive committee of Churchtown
GAA are the final arbitrators in any dispute and special associate
members accept all the rules set out when they apply and sign the
application form overleaf.
